Sure you have the latest version of Scripto installed?

The following works for me:

var swatch = new Swatch();
swatch.name = "Reddy"
swatch.color = RGBColor(1,0,0)

var sL = activeDocument.swatches.length
activeDocument.swatches[sL]=swatch;
