I can't really help with creating this tool, but there is something already in Illustrator that can kind of do this. It only works if you want the same space between objects, so it's not exactly what your after.

Anyway, open the align pallet and click the top right menu and show options. The bottom buttons create an even amount of space between selected objects. So, you wouldn't be able to drag the handle to redistribute objects, but if you moved the outside objects to the right position, you could then redistribute the rest of the objects. You can also set the spacing you want between objects by typing a number where it says auto.

Anyway, hope that is of some use to you, post the results if you find a good way to do it,

The illustrator tools aren't quite what I'm looking for here. But they are lacking a tool that I think would be handy.

Like a distribution tool that spaces them out from the bottom of one object to the top of the next, instead of using the same reference point for all of the objects.

I'll try putting that together first, as a warm-up to the Transform Tool.

Also: any word on an IRC meeting place?
